NY law caps deposits at two months’ average bill and waives them with proof of any assistance program. My cousin showed her SNAP letter and NYSEG dropped the deposit. Apply for EmPower NY first (even if denied, the app counts). The site has a deposit waiver form by utility: https://www.utilityassistance.org/ny/ – NYSEG page accepts SNAP EBT photo as proof. Fax it with the service app; deposit removed in 48 hours.
