How do I know if I need basement waterproofing?

We just bought a house, and I think I see some signs of water intrusion in the basement—some efflorescence (that white powdery stuff) and a slight smell. I’m not sure if it’s a big deal or just "old house" stuff. How do you guys decide when to call a professional for basement repair? Is there anyone in Toronto who can do an inspection and give us an honest, non-salesy opinion?
